On Tuesday, October 20, 2026, India and the United States took significant strides to enhance their energy and defence collaboration, despite the persistent tensions in their relationship. Secretary of State Marco Rubio encouraged New Delhi to boost energy trade and increase its procurement of American technologies and systems.

External Affairs Minister S. Jaishankar warmly welcomed Mr Rubio for comprehensive discussions shortly after the Secretary’s arrival in Mumbai for his second visit to India in less than five months. This meeting occurs amid ongoing challenges in bilateral relations, stemming from Washington’s unpredictable trade policies and stricter immigration regulations.

The Ministry of External Affairs (MEA) expressed that both parties were pleased with the advancements made in the discussions surrounding the India-U.S. Bilateral Trade Agreement and reiterated their resolve to expedite its conclusion.

Before his discussion with Mr Jaishankar, Mr Rubio described India as a formidable “superpower” in the realm of crude oil refining and urged for a greater emphasis on processing Venezuelan crude oil in India. The Secretary of State is scheduled to visit the Jamnagar Refinery, operated by Reliance Industries Ltd., on Wednesday, October 21, 2026.

During a brief media interaction prior to the meeting, Mr Rubio addressed a question regarding the trade pact, stating that only a few remaining details need to be finalised and expressed optimism that it would be concluded soon.

“We’re very close to finalizing the agreement, with just a few details remaining. We’re optimistic that this will be wrapped up soon, and we anticipate sharing positive news shortly. After that, the leaders may have the opportunity to sign it,” he stated. After the meeting, Mr. Jaishankar took to social media to express that he and Mr. Rubio discussed the further enhancement of their relationship, emphasizing areas such as trade, energy, technology, defense, and cultural exchanges.

The U.S. State Department reported that the Secretary and the External Affairs Minister discussed various regional and global issues, particularly the recent developments in West Asia.

“The Secretary emphasized that boosting energy trade with the United States could significantly diversify India’s supply chains while addressing its substantial consumer needs,” the statement noted.

“He also praised the advancements in bilateral defense and civil nuclear collaboration and encouraged the increased acquisition of U.S. technologies and systems, which could bolster the security and prosperity of both nations,” the State Department added.

Later in the evening, the MEA released a statement indicating that both sides thoroughly reviewed the full range of India-U.S. relations and sought ways to strengthen the Comprehensive Global Strategic Partnership.

“They engaged in an in-depth discussion covering a broad spectrum of topics, including trade, defense, technology, and energy security, as well as regional and global developments,” it stated.

The MEA said Mr Rubio’s visit reflected the sustained momentum of high-level exchanges between the two countries, underscoring the importance both sides attach to further advancing the India-U.S. ties for the 21st century. Before his talks with Mr Jaishankar, Mr. Rubio visited the Taj memorial and placed a floral tribute to honour the victims of the tragic 26/11 Mumbai terror attacks, which claimed the lives of six American citizens.

During my visit to Mumbai, I had a fruitful discussion with Indian External Affairs Minister @DrSJaishankar about energy security and defense collaboration, emphasizing the significance of strengthening the U.S.-India strategic partnership, Mr. Rubio shared on X.

U.S. Ambassador to India Sergio Gor remarked that Mr Rubio and Mr Jaishankar engaged in “constructive dialogues” aimed at enhancing U.S.-India collaboration in areas such as defence, energy, cutting-edge technologies, and trade, emphasising that “we are steadily cultivating exceptional momentum in our bilateral relationship.” The ambassador was also in attendance during the discussions.

During a brief interaction with the media, Mr Rubio addressed enquiries regarding whether the U.S. administration expressed dissatisfaction with New Delhi concerning the volume of Russian oil it imported last year and its initiatives to curtail that amount.

“I believe India has consistently shown its intention to broaden its energy sources, which is a wise approach. Naturally, achieving this overnight is quite challenging,” he remarked.

“They have made significant strides in this area, and we are pleased to witness that progress. Ultimately, it’s not solely about Russian oil; it’s about their commitment to diversification, and we see ourselves as a potential contributor to their energy needs,” he stated.

“We’ve certainly talked about Venezuela and other nations, and I believe it’s beneficial for us to maintain a strong partnership with a varied energy portfolio,” he concluded.

The U.S. Secretary of State praised India’s exceptional prowess in oil refining.

“India is a refining superpower. They have the ability to do that, and they have companies that know how to do that,” Mr Rubio said, pointing out that certain Indian companies have “pre-existing oil concessions in Venezuela”.

“I’m not suggesting that Venezuela can single-handedly address the global challenges we face, but I believe it has the potential to do so over time, and in the immediate future, it can definitely offer support,” he stated.

“That’s one of the topics we’ll discuss. Regarding India, we’ve had conversations before, and they seem prepared. They are eager to take action; they are committed to it,” he remarked.

The senior diplomat also addressed enquiries regarding his visit to Reliance Industries Ltd.’s refinery in Jamnagar on Wednesday, October 20, 2026.

“Energy plays a crucial role in national security. Nations engage in conflicts over energy resources, and economies can falter without sufficient energy supply. We are set to visit a company renowned for its extensive refining capabilities. It is entirely logical to engage in discussions with them about this matter,” he stated.

In a recent media engagement, Mr Rubio highlighted various geopolitical events—such as the tensions in the Strait of Hormuz and the Houthi assaults on energy infrastructure in Saudi Arabia—that have significantly disrupted energy supplies. This turmoil has led numerous nations to face a critical diesel shortage.

Just last week, U.S. President Donald Trump took the step of lifting specific sanctions against Russia, as well as five major purchasers of Russian oil, including India. Additionally, he revealed an agreement with Russian President Vladimir Putin to introduce hundreds of thousands of tonnes of Russian diesel into the global market.

“We need to strengthen our collaboration in addressing terrorism in all its aspects,” Mr Jaishankar expressed in a social media update.

“At the Taj Mahal Palace Hotel, I laid a wreath honouring the victims of the horrific November “At the Taj Mahal Palace Hotel, I paid tribute to the victims of the tragic November 26, 2008 terrorist attacks, which included six American lives,” Mr. Rubio remarked.

“We honour the memories of those we lost, recognise the bravery of the responders, and reaffirm the lasting partnership between the U.S. and India, along with our mutual dedication to fighting terrorism,” he continued.

Mr Jaishankar, addressing a reception celebrating 250 years of American independence, said Indian talent and Indian skills have helped “shape the tech era in the U.S.”

“Certainly, we have encountered our fair share of challenges, particularly in how we engage with global issues. However, over the past few decades, our collaboration has consistently grown, embracing new dimensions and aspects,” he remarked.

Mr. Jaishankar emphasized the significance of strengthening India-U.S. relations during this period of “clear transition in the global order, with nations adapting accordingly.”

“Naturally, each of us will prioritize our national interests. In this context, enhancing our common ground is essential for deepening our relationship,” he noted, adding, “There are fresh prospects in our partnership across trade, investment, technology, and energy, all of which lie ahead. We share a vested interest in promoting peace and stability in the Indo-Pacific.”

India-U.S. relations faced significant challenges following the imposition of punitive tariffs by Washington on India last year. Additionally, President Trump’s comments regarding his involvement in easing the India-Pakistan military tensions of May 2025 provoked strong reactions from Indian officials.

The situation was further complicated by Washington’s new immigration policies and the hike in H1B visa fees, which negatively impacted the bilateral relationship.

Tensions escalated anew when the U.S. opted to limit a crucial green-card processing program that affects major global and Indian IT companies, including Tata Consultancy Services and Wipro.
