Bihar Renewable Policy

In a decisive move towards sustainable development, the Bihar government launched two landmark energy policies — the Bihar Policy of New and Renewable Energy Sources 2025 and the Bihar Policy for Pumped Storage Project 2025 — during a high-impact event at Gyan Bhawan, Patna. The twin launches signal Bihar’s ambition to become a major hub for clean energy and attract both domestic and international investments in the sector.

The event saw participation from top dignitaries including the Energy Minister Bijendra Prasad Yadav and Industries Minister Nitish Mishra, alongside senior bureaucrats, corporate leaders, and investors.

Key industry partnerships were announced, including:

  • BREDA and Avaada Group for developing 1 GW of ground-mounted and floating solar projects.

  • BSPGCL and SECI signed a ₹3,000 crore MoU for floating solar and other renewable initiatives.

  • BSPGCL and L&T agreed on a ₹837.66 crore project for a 116 MW/241 MWh Battery Energy Storage System at Kajra, Lakhisarai.

  • BSPGCL and NTPC Green formalised a ₹1,500 crore pact for a 1000 MW Battery Energy Storage System.

The Energy Minister invited global and Indian investors to join Bihar’s clean energy revolution, while the Industries Minister emphasized that the upcoming Bihar Industrial Policy 2025 will further enhance the investment climate.

To incentivise investors, the new policies offer:

  • 100% SGST reimbursement
  • Stamp duty and registration fee exemptions
  • Waivers on STU charges
  • 5-year customs duty exemption on project imports

Energy Secretary Manoj Kumar Singh promised fast-track clearances, easy land access, and policy continuity. BERC Chairman Amir Subhani assured regulatory support and emphasized openness to industry feedback.

Leaders from Tata Power, Adani, L&T, NTPC, JSW, Greenko, and SECI welcomed the initiative, calling Bihar a rising star in India’s renewable energy landscape. The event concluded with a vote of thanks by Mahendra Kumar, MD, BSPGCL and SBPDCL, reaffirming the state’s resolve to drive green growth.
