India Energy Stack Taskforce Unveils Final Report and Outlines National Implementation Strategy

On October 29, 2026, the India Energy Stack (IES) Taskforce convened in New Delhi to discuss its Final Report, which outlines a comprehensive strategy, architecture, governance framework, and roadmap for enhancing IES as a digital public infrastructure for India’s power sector. This report encapsulates the design, development, and pilot implementations initiated since the Ministry of Power established the Taskforce in June 2025.

The initiative is being led by REC Limited, acting as the Nodal Agency, under the auspices of the Ministry of Power, with FSR Global serving as the Knowledge Partner. Jitendra Srivastava, CMD of REC Limited, opened the meeting with a welcoming address. The Final Report was presented by Prince Dhawan, Executive Director of REC Limited, alongside Swetha Ravi Kumar, Executive Director of FSR Global, followed by an engaging roundtable discussion among Taskforce members. Dr Ram Sewak Sharma, Chairperson of the IES Taskforce, articulated the future direction, while Shashank Misra, Joint Secretary of the Ministry of Power, wrapped up the meeting.

The India Energy Stack represents a unified framework of open standards and protocols designed to facilitate secure data exchange and interaction among utilities, system operators, regulators, market participants, innovators, and consumers through shared digital pathways, all while ensuring that existing systems remain operational.

Central to the IES is an intuitive “Register, Discover and Exchange” model that empowers participants and systems within the power sector to engage securely using standardised protocols. The Register component grants each participant a verifiable digital identity and includes them in a collective directory, fostering a reliable identity for digital engagements. The Discover phase allows systems to locate and authenticate one another prior to an exchange, clarifying what information or services will be shared and under what conditions, without the need for separate agreements. The Exchange aspect facilitates the movement of data using standardised schemas and taxonomies and, when necessary, ensures that the exchange is validated through verifiable digital credentials.

IES has been implemented and tested through pilots across six utilities in five states, namely Tata Power Mumbai, APEPDCL, DGVCL, PVVNL, BRPL and TPDDL. Consumers have begun accessing verifiable digital energy credentials, including the Consumer Energy Passport and Consumer Meter Digest, through DigiLocker in partnership with NeGD. Peer-to-peer energy transactions have also been demonstrated with participating utilities, and a procurement framework has been prepared to support the next phase of rollout.

Leveraging insights from initial pilots, the upcoming focus areas encompass the submission of GENCO schedules to SLDCs, streamlined scheduling for bilateral transactions, reliable Open Access NOCs, uniform ARR filings by DISCOMs to SERCs, seamless data exchange within DISCOM systems, and the validation of generator bills by DISCOMs. Concurrently, efforts are being made to standardize CEA statutory reporting formats and convert them into machine-readable IES schemas, promoting the widespread adoption of unified data standards throughout the power sector.

The Taskforce has urged stakeholders in the power sector to prepare for IES implementation, laying down a shared groundwork for interoperable and scalable digital services across the industry. Additionally, it has proposed the creation of an institutional framework tasked with overseeing IES specifications and ensuring conformance certification.
