PM Modi Inaugurates India's First Greenfield Integrated Refinery-Cum-Petrochemical Complex in Rajasthan

Prime Minister Narendra Modi has inaugurated India’s first greenfield integrated refinery-cum-petrochemical complex at Pachpadra in Rajasthan’s Balotra district, marking a major milestone for the country’s energy and manufacturing sectors. Developed by HPCL Rajasthan Refinery Limited (HRRL), the project has been built at an investment of about ₹79,450 crore and is expected to significantly enhance India’s refining and petrochemical capabilities.

The state-of-the-art facility has a refining capacity of 9 million metric tonnes per annum (MMTPA) and an integrated petrochemical capacity of 2.4 MMTPA. It is the first new greenfield refinery commissioned in the country in over a decade and is designed to produce cleaner BS-VI fuels while supporting domestic demand for petrochemical products.


Speaking at the inauguration, Prime Minister Modi said the refinery would strengthen India’s energy security, reduce dependence on imports and promote domestic manufacturing. He noted that the project is expected to create significant employment opportunities while driving industrial and economic development across western Rajasthan.

Besides the refinery, the Prime Minister inaugurated and laid the foundation stone for several infrastructure projects across Rajasthan, including initiatives in metro rail, roads, renewable energy, power transmission and aviation. Together, these projects represent investments of more than ₹1.06 lakh crore and are aimed at improving connectivity and accelerating the state’s economic growth.

Industry experts believe the Pachpadra refinery will emerge as a key hub for petroleum and petrochemical manufacturing, supporting downstream industries and strengthening India’s position in the global energy value chain. The project is also expected to attract fresh investments and create a robust industrial ecosystem in the region over the coming years.
