Russia has approved a memorandum of understanding (MoU) to deepen civil nuclear cooperation with India, marking a major step forward in the long-standing energy partnership between the two nations. The MoU is expected to be formalised during President Vladimir Putin’s upcoming visit to New Delhi.
According to official information, Russia’s state-owned nuclear corporation Rosatom has been authorised to sign the agreement on behalf of the Russian government. Rosatom is already a key partner in India’s nuclear programme and is the principal technology provider for the Kudankulam Nuclear Power Plant in Tamil Nadu, where multiple units are operational, and more are under construction.
The planned MoU is expected to expand collaboration beyond the ongoing Kudankulam project. It will include proposals for the deployment of next-generation Russian-designed reactors, including small modular reactors (SMRs), which are being considered for industrial use and grid-scale clean power deployment in India. The agreement may also involve cooperation in fuel supply, nuclear safety, localisation of equipment, and training of Indian specialists.

India and Russia have consistently emphasised nuclear power as an important pillar of their bilateral strategic partnership. India aims to scale up its atomic energy capacity as part of its long-term clean energy roadmap. At the same time, Russia continues to position itself as a global leader in nuclear technology exports.
The upcoming MoU reinforces mutual intent to accelerate civil nuclear expansion, strengthen energy security, and advance low-carbon power generation in both nations. It also signals continuity in Indo-Russian energy collaboration amid evolving global geopolitics and shifting energy markets.
