The Centre has prepared the first draft of the Rules and Regulations under the SHANTI Act, 2025 (Sustainable Harnessing and Advancement of Nuclear Energy for Transforming India Act) and has initiated consultations with key ministries, departments and industry stakeholders. The final notification is expected over the next few months after incorporating feedback from all stakeholders.
The SHANTI Act is a landmark reform aimed at modernising India’s nuclear energy sector by creating a unified legal and regulatory framework. The legislation is central to the government’s long-term vision of achieving 100 GW of nuclear power capacity by 2047, while opening the sector to greater participation from private companies and enabling foreign investment under a regulated framework.

According to officials, the draft rules cover key aspects including licensing procedures, safety and regulatory compliance, investment norms, civil liability, insurance mechanisms and operational guidelines. The consultations are also examining measures to strengthen domestic manufacturing, build a skilled workforce, enhance supply chain resilience and improve public awareness around nuclear energy projects.
NITI Aayog recently convened a stakeholder consultation bringing together policymakers, regulators, industry leaders and experts to discuss the implementation framework. The discussions focused on legislative and regulatory provisions, financing and insurance mechanisms, and strategies to operationalise the Act while maintaining high standards of nuclear safety and security.

Industry experts believe the SHANTI Act will play a transformative role in India’s clean energy transition by enabling large-scale investments in nuclear power, strengthening energy security and providing reliable low-carbon electricity to support the country’s growing industrial and digital economy. Once notified, the rules are expected to pave the way for faster project approvals and greater private sector participation in India’s nuclear energy programme.
