
India is preparing a robust framework to track the utilisation of green hydrogen and build international partnerships to enable large-scale exports of the fuel, said Santosh Kumar Sarangi, Secretary, Ministry of New and Renewable Energy, on Thursday. Speaking at the CII International Business Conclave on Green Hydrogen, he stressed that traceability of green hydrogen usage is critical for both domestic accountability and global trade.
Citing the example of steel production, Sarangi noted that once the process is complete, it is currently impossible to determine whether grey or green hydrogen was used. “Having traceability and trackability of green hydrogen utilisation is important,” he said. With the steel industry accounting for nearly 10% of global emissions, ensuring decarbonisation through verifiable green hydrogen use is a global priority.
The Ministry is holding deliberations with green hydrogen producers to finalise mechanisms for identifying, tracing, and tracking green hydrogen through the value chain. These efforts align with India’s National Green Hydrogen Mission, launched in January 2023 with an outlay of ₹19,744 crore. The mission aims to position India as a global hub for green hydrogen production, targeting 5 million tonnes of annual output by 2030.

To support this ambition, the government is engaging with international stakeholders, including the Port of Rotterdam and Port of Antwerp, to ensure that exported green hydrogen adheres to proper transmission and certification standards. Sarangi also confirmed that favourable terms for domestic green hydrogen producers and export incentives will be part of India’s negotiations with the European Union under the proposed Free Trade Agreement.
