The Petroleum and Natural Gas Regulatory Board (PNGRB) has proposed opening India’s city gas distribution (CGD) sector to third-party investment in areas where infrastructure exclusivity has expired. The move is expected to attract fresh private capital, accelerate network expansion and improve operational efficiency across the country’s gas distribution ecosystem.
Under the proposed framework, external investors will be able to invest in gas distribution infrastructure without taking over the responsibility of operating the network. The initiative is designed to create new funding opportunities for existing CGD operators while enabling faster development of pipelines, compressed natural gas (CNG) stations and piped natural gas (PNG) connections.

PNGRB believes the reforms will encourage greater participation from financial investors and infrastructure funds, helping city gas companies expand their networks without relying solely on their own capital. The regulator is also working on an integrated digital consumer portal to simplify complaint registration, tracking and grievance redressal for consumers across the country.
The proposal forms part of India’s broader strategy to increase the share of natural gas in the country’s energy mix while strengthening urban energy infrastructure. Greater investment in city gas networks is expected to improve access to cleaner fuels for households, industries and the transport sector, supporting the transition towards lower-carbon energy solutions.

Industry experts believe the initiative could reshape the future of India’s city gas distribution sector by encouraging new investment models, improving service delivery and accelerating infrastructure growth. If implemented, the framework is expected to make the sector more competitive, financially resilient and better equipped to meet the country’s rising demand for natural gas.
