BPCL has inked three substantial Memoranda of Understanding (MoUs) with major industry peers: Oil India Limited (OIL), Numaligarh Refinery Limited (NRL) and Fertilisers & Chemicals Travancore Limited (FACT),  signalling a major push in refining, petrochemicals, logistics infrastructure and green‐energy businesses.

Under the first MoU, BPCL and OIL will explore collaboration to develop a large greenfield refinery and petrochemical complex near Ramayapatnam Port in Andhra Pradesh with a capacity of 9–12 MMTPA (million metric tonnes per annum) and an investment estimate of ₹1 lakh crore. The project already boasts key clearances and about 6,000 acres of land secured.

The second MoU involves BPCL, OIL and NRL jointly exploring a 700-km cross‐country petroleum product pipeline from Siliguri to Mughalsarai via Muzaffarpur, roughly estimated at ₹3,500 crore, to enhance product evacuation and logistics infrastructure.

Under the third MoU, BPCL partners with FACT to market organic fertilisers derived from BPCL’s municipal-waste-based compressed biogas (CBG) facility near Kochi. This tie‐up aligns with BPCL’s diversification into green fuels and circular economy initiatives.

BPCL leadership described these agreements as strategic enablers of India’s push toward self-reliance in refining and petrochemicals, reinforcing a downstream ecosystem anchored in Atmanirbhar Bharat ambitions.

The combined scope of these initiatives underlines a multi-pronged growth path for BPCL that is scaling refining and petrochemical output, upgrading midstream logistics, and advancing green energy diversification. For India, these moves contribute to strengthening energy security, modernising infrastructure and supporting the transition toward more integrated, sustainable downstream capacity.
