Tamil Nadu Unveils ₹15,312 Crore Power Sector Reform Plan to Strengthen Grid and Clean Energy

Tamil Nadu has announced a comprehensive ₹15,312 crore investment plan to modernise its power sector, with a strong focus on strengthening the electricity grid, accelerating renewable energy integration and expanding energy storage infrastructure. The reform package follows the state’s recently released White Paper on the power sector and aims to improve reliability, efficiency and long-term financial sustainability.

A significant portion of the investment will be directed towards upgrading the transmission and distribution network. The programme includes the completion of 121 ongoing substations, the construction of 231 new substations, expansion of transformers and transmission lines, and reinforcement of the distribution network to meet growing electricity demand across the state. An additional ₹8,318 crore has been earmarked to modernise ageing power infrastructure and improve grid resilience.


The state government has also placed renewable energy and energy storage at the centre of its reform strategy. Battery Energy Storage Systems (BESS) and pumped storage projects will play a crucial role in managing the increasing share of solar and wind power while ensuring a stable and reliable electricity supply. The recently formed Tamil Nadu Green Energy Corporation will lead the development of renewable energy projects and emerging clean energy technologies.

Officials said the reforms will also focus on optimising power procurement, reducing transmission losses, improving revenue collection and accelerating project execution. The objective is to deliver better consumer services while keeping electricity costs under control and supporting the state’s rapidly expanding industrial and renewable energy sectors.
