The Ministry of Petroleum and Natural Gas (MoPNG) has proposed introducing a consolidated national policy for compressed biogas (CBG) and bioenergy projects to accelerate capacity development nationwide. Currently, regulations, incentives, and project approvals are distributed across multiple ministries, resulting in overlaps, delays and a lack of clarity for investors and developers.
The proposed unified policy aims to streamline all key components of the sector, including financial support, infrastructure development, procurement mechanisms and regulatory approvals, under a single framework. Officials believe this step will reduce administrative hurdles, improve coordination between government bodies and help fast-track commissioning of new biogas plants.

The ministry has emphasised that a simplified regulatory environment can significantly enhance investor confidence, foster private sector participation and contribute to the government’s broader clean energy transition goals. A uniform policy is also expected to create a more predictable ecosystem for long-term contracts, technology deployment and feedstock utilisation.
If implemented, the unified biogas policy is expected to play a major role in boosting domestic CBG production, reducing dependence on imported fossil fuels, and generating circular economy opportunities through the utilisation of agricultural residue, municipal waste and industrial by-products.
