The Government of Madhya Pradesh has introduced the Samadhan Yojana 2025–26, a one-time settlement scheme aimed at recovering around ₹12,000 crore in unpaid electricity dues from consumers.

The scheme applies to domestic, agricultural, non-domestic, and industrial consumers (excluding government connections) who have arrears pending for three months or more. It offers substantial rebates on surcharge penalties to encourage consumers to clear their outstanding bills.

Under the scheme, domestic and agricultural consumers who pay their entire outstanding amount by December 31 will receive up to a 90 % waiver on surcharge penalties, while non-domestic and industrial consumers will be eligible for up to an 80 % waiver. Reduced waiver rates will be available for payments made later or through instalments.

Consumers must register for the scheme by paying a portion of their dues upfront, 10 % for domestic and agricultural connections and 25 % for non-domestic and industrial ones.

Officials from the state energy department said the initiative aims to strengthen the financial health of power distribution companies by accelerating the recovery of long-pending dues without resorting to widespread disconnections.

The scheme comes as Madhya Pradesh faces growing arrears, with over half of its roughly 1.75 crore electricity consumers—around 92 lakh reportedly behind on payments for more than three months.
