
In a landmark development for India’s clean energy transition, the Ministry of New and Renewable Energy (MNRE) has designated Deendayal Port Authority (Gujarat), V.O. Chidambaranar Port Authority (Tamil Nadu), and Paradip Port Authority (Odisha) as Green Hydrogen Hubs under the National Green Hydrogen Mission (NGHM). This recognition underscores India’s commitment to building an integrated hydrogen ecosystem and advancing its journey towards sustainable and self-reliant energy solutions.
The National Green Hydrogen Mission aims to position India as a global hub for the production, utilisation, and export of green hydrogen and its derivatives. By identifying large-scale hydrogen hubs, the Mission seeks to create focal points for production and consumption, enabling a sustainable and competitive hydrogen economy.
Union Minister of Ports, Shipping & Waterways Sarbananda Sonowal said that the recognition marks a defining moment in India’s maritime journey, steering the nation towards becoming a modern and capable global maritime leader. He highlighted that ports will serve as vital nodes in India’s transition to clean energy, acting as catalysts for green hydrogen innovation and driving sustainable logistics across eastern and western trade routes.
Recognising the logistical and technical challenges in transporting hydrogen over long distances, the Mission follows a cluster-based development model to enhance project viability, infrastructure convergence, and economies of scale in key regions. The revised guidelines for establishing Hydrogen Valley Innovation Clusters (HVIC) and Green Hydrogen Hubs, issued on 27 June 2025, outline the framework for identifying potential regions with large-scale hydrogen potential.

Under Component B2 of these guidelines, MNRE can designate Green Hydrogen Hubs without direct financial support, allowing them to access incentives under other central or state government schemes. Accordingly, the competent authority has approved Deendayal, V.O. Chidambaranar, and Paradip ports as Green Hydrogen Hubs. Projects developed within these zones will be eligible for multiple government benefits and policy incentives.
The recognition of these strategic ports is expected to attract green investments, boost industrial participation, and accelerate innovation in clean fuel technologies, reinforcing India’s long-term vision of energy self-reliance and achieving net-zero emissions by 2070.
