Convergence Energy Services Ltd (CESL), a state-owned entity under the Energy Efficiency Services Ltd (EESL), is set to open a mega tender on 6 November 2025 for the procurement of 10,900 electric buses across India’s major cities.
The tender, issued under the National Electric Bus Programme (NEBP), will cover major urban centres including Delhi, Bengaluru, Hyderabad, Ahmedabad, Surat, and others. The procurement will span various e-bus categories such as standard, midi and mini buses to suit city-specific needs.
According to early allocation estimates, Bengaluru is expected to receive around 4,500 buses, Delhi 2,800, Hyderabad 2,000, and Surat-Ahmedabad 1,600 combined. The deployment will be carried out under the Gross Cost Contract (GCC) model, where private operators will own, operate, and maintain the buses while city transport undertakings pay per-kilometre charges.
The programme also places a strong focus on gender inclusion and employment generation in the green-mobility sector, promoting the participation of women as drivers, engineers, and depot managers in state transport undertakings.
Officials noted that the tender will include localisation and Make-in-India provisions for vehicle manufacturing, battery systems, and charging infrastructure. The initiative is part of India’s broader strategy to electrify public transport, cut urban pollution, and reduce reliance on imported fossil fuels, aligning directly with the country’s Net Zero 2070 commitment.
Once fully deployed, the 10,900 e-buses are estimated to reduce carbon emissions by over 2.5 million tonnes annually and significantly lower operational costs for transport utilities.
