
The Varanasi Development Authority (VDA) has initiated the construction of a pioneering Net Zero Library, a first-of-its-kind public infrastructure project in the region designed with sustainability at its core. The library, envisioned as a beacon of environmental consciousness and cultural preservation, is being developed under a strategic partnership with NHPC Limited through its Corporate Social Responsibility (CSR) initiative.
The agreement, officially signed on July 23, 2025, between senior officials from VDA and NHPC, paves the way for a modern and sustainable knowledge hub. With an investment of ₹20 crore, the library aims to seamlessly blend modern learning spaces with green design, setting a benchmark for future public buildings across India.
The upcoming library will occupy an area of approximately 20,930 square feet and is designed to accommodate over 35,000 books. It will have the capacity to host up to 500 visitors simultaneously. The three-storey building will include a multi-purpose auditorium, a children’s reading section, a digital library, a heritage gallery, and a green terrace, offering both recreational and academic resources.
Inspired by the waves of the Ganga River, the building’s architecture features a flowing façade, vertical structures, and illuminated corridors that echo the sacred city’s spiritual essence. In line with Net Zero standards, the building will operate entirely on clean and renewable energy. It will be equipped with solar roofing, rainwater harvesting systems, energy-efficient HVAC and LED lighting, and wastewater recycling mechanisms.
Technological innovations such as chilled water circulation systems are expected to reduce energy consumption by up to 40%. Smart meters and eco-friendly construction materials further reinforce the project’s commitment to environmental sustainability.
Accessibility and inclusivity are prioritised throughout the design. The library will be fully accessible to individuals of all age groups and abilities, ensuring barrier-free entry and navigation. Special provisions include separate zones for cultural events, workshops, administration, and interactive community programs.
This initiative aligns with India’s broader objective of achieving carbon neutrality by 2070 and reflects a growing trend among urban development authorities to prioritise green infrastructure. The Net Zero Library also serves as a model for integrating traditional heritage with contemporary design, setting a precedent for sustainable urban development in heritage cities.
In addition to the library, the VDA is actively promoting new building bylaws focused on green construction, vertical growth, and simplified approval processes. These efforts are part of a comprehensive urban strategy to create more livable and environmentally responsible cities.
Furthermore, ongoing environmental efforts such as afforestation campaigns and the creation of urban “oxygen banks” are complementing the city’s ecological transition. Over 5.6 hectares have already been transformed using dense planting techniques, with more areas targeted for greening to improve air quality and reduce urban heat.
The Net Zero Library is expected to be completed by mid-2026. Upon completion, it will not only serve as a centre for learning and cultural exchange but also stand as a symbol of Varanasi’s commitment to sustainable and inclusive development.
