Kerala Hydrogen Valley

Kerala has achieved a significant milestone with its Hydrogen Valley Innovation Cluster (HVIC) receiving formal sanction and funding under the National Green Hydrogen Mission (NGHM). With a project cost of ₹133 crore, including Central Financial Assistance of ₹53.4 crore, this initiative positions Kerala as the only state-led Hydrogen Valley in South India, and one of just four selected across India by the Ministry of New and Renewable Energy (MNRE) and the Department of Science and Technology (DST), Government of India.

The HVIC is designed to serve as a comprehensive demonstration hub for green hydrogen, integrating all key components of the value chain—from hydrogen production using electrolysers, to applications in mobility, industry, research and development, and skill development. This holistic approach aims to establish Kerala as a living laboratory for green hydrogen innovation, setting the stage for the development of a future-ready hydrogen-based economy.

The initiative reflects Kerala’s forward-thinking strategy to align sustainable energy development with economic growth. Backed by significant public investment, institutional support, and industrial collaboration, the HVIC will play a pivotal role in translating hydrogen technology into real-world applications. The program also places a strong emphasis on workforce training, ensuring the availability of skilled professionals to support the emerging green hydrogen ecosystem.

This development builds upon Kerala’s earlier distinction as the only state implementing the ARAI–MNRE hydrogen mobility pilot through its nodal agency, ANERT. The state’s demonstrated ability to combine research, infrastructure, and execution has contributed to this national recognition.

The vision for the Hydrogen Valley was initially conceptualised under the leadership of Shri K.R. Jyothilal, IAS, former Additional Chief Secretary (Power), and is now being actively implemented under the guidance of Shri Puneet Kumar, IAS, the current ACS (Power). Their leadership, along with consistent support from MNRE, DST, and other mission partners, has been instrumental in advancing this initiative to its current stage.

Kerala’s strategic advantages—such as its well-developed ports at Kochi and Vizhinjam, a strong academic and research base, and industry participation from key players like Bharat Petroleum Corporation Limited (BPCL), Cochin Shipyard Limited, and Kochi Metro Rail Ltd—make it uniquely equipped to become a leading hub for green hydrogen innovation and deployment in India and beyond. This recognition under the National Green Hydrogen Mission marks a transformative step in Kerala’s journey towards a cleaner, more resilient, and energy-secure future.
