
In a step towards advancing India’s clean energy ambitions, Chief Minister N. Chandrababu Naidu officially released the Andhra Pradesh Green Hydrogen Valley Declaration – 2025. The declaration outlines a strategic roadmap to establish India’s largest ecosystem for green hydrogen production, research, and application, positioning Andhra Pradesh as a leading hub in the country’s transition to a green economy.
This announcement follows the recent Green Hydrogen Summit held at SRM University-AP in Amaravati, where the Chief Minister had earlier committed to unveiling the declaration. The initiative reflects the state government’s long-term vision of promoting sustainable industrial transformation through green hydrogen innovation, leveraging Andhra Pradesh’s renewable energy potential and strategic coastal advantages.
The declaration, jointly issued by senior government representatives, global industry leaders, scientists, and policy experts, emphasises four foundational goals: scaling up green hydrogen production and associated infrastructure, encouraging domestic manufacturing and innovation, strengthening technical and research capabilities, and fostering global partnerships supported by robust governance models.
To achieve these objectives, Andhra Pradesh has set ambitious targets for the year 2029. These include establishing a manufacturing capacity of 5 gigawatts (GW) for electrolysers and producing 1.5 million metric tonnes of green hydrogen annually. The state also aims to reduce the production cost of green hydrogen from ₹460 per kilogram to ₹160–170 per kilogram, facilitated by the development of a 25 GW Green Energy Corridor to ensure efficient energy transmission.
A major component of the declaration is the creation of a self-reliant supply chain ecosystem. By 2030, it is envisaged that 60 percent of electrolyser components and hydrogen storage systems will be locally manufactured. To support this target, the establishment of at least three production units is planned across the state.
Recognising the importance of skilled human capital, the state will introduce India’s first Integrated Green Hydrogen Skilling Ecosystem. This initiative will train 2,000 specialists annually by 2030, enabling the development of a robust talent pool to support the emerging green hydrogen sector. In addition, a ₹500 crore innovation fund will be launched to nurture 50 start-ups focused on advanced materials, high-strength carbon fibre, and hydrogen storage technologies.
SRM University–AP has been designated as the nodal agency for research and development. The institution will host state-of-the-art testing facilities and collaborative platforms to support innovation and stakeholder engagement. Furthermore, annual Green Hydrogen Summits will be organised to review progress and encourage knowledge exchange among policymakers, industry leaders, and academic institutions.
To ensure effective implementation, a multi-stakeholder Green Hydrogen Valley Advisory Board will be constituted. This body will oversee the identification and deployment of the best available technologies for green hydrogen production, storage, and application. Multiple working groups will also be formed under the board’s guidance to address specific challenges and opportunities within the sector.

Chandrababu Naidu reiterated the state’s commitment to environmental sustainability and technological advancement, stating that green hydrogen represents a transformative opportunity for Andhra Pradesh to lead in clean energy and industrial innovation. The declaration aligns with national priorities under the National Green Hydrogen Mission and underscores the state’s proactive role in contributing to global climate goals and energy security.
